All India Tourist Permit 2025 Renewal, Prices & Rules

Government of India launched the All India Tourist Permit Vehicle Operation and Permit 2021, separating the AITP from the regular Tourist Permit. Now, with further changes, the government has introduced a new scheme known as All India Tourist Vehicle Permit Rules,

The All India Tourist Permit, also called AITP, is a special permit that allows tourist vehicles to travel across all states and union territories of India. It is an important document for taxi owners, tour operators, travel companies and commercial vehicle drivers who want to run their vehicles in more than one state. India has more than 8.3 million commercial transport vehicles on the road, and almost 12 percent of them operate with inter state permits. Because of this large movement, AITP helps improve legal travel and supports tourism activity in the country.

Every year more than 30 crore domestic tourists visit different states. Many of them use tourist taxis, tempo travellers, luxury buses and vans. The All India Tourist Permit makes it easy for these vehicles to carry passengers without facing state entry restrictions. It also helps reduce waiting time, inspection problems and extra paperwork at borders. Most tourist operators prefer AITP because it saves money in the long term. For example, a single yearly permit can cost between ₹15,000 and ₹25,000 depending on the vehicle type, while buying separate state permits for 10 states can cost more than ₹40,000.

The AITP also supports safer travel because authorities check vehicle fitness, passenger comfort measures and driver documents before giving the permit. Vehicles with AITP must meet standards like 1400 cc engine for tourist taxis, valid insurance, pollution certificate and proper seating layout. As India’s travel industry grows by nearly 6 percent every year, demand for AITP vehicles is also rising. This permit not only brings more earning chances for vehicle owners but also strengthens tourism services across the country.

What Is an All India Tourist Permit

The All India Tourist Permit is a licence that gives permission for tourist vehicles to operate anywhere in India. It is issued under the Motor Vehicles Act to promote inter state tourism. With this permit, a vehicle can pick and drop passengers in any state without needing additional entry permits.

AITP is most useful for travel agencies, interstate taxi services and luxury bus operators. For example, a taxi from Delhi with AITP can take tourists to Rajasthan, Uttar Pradesh, Punjab, or even down to Maharashtra without limit. If the same vehicle does not have AITP, it would need separate permits at every state border.

There are more than 28 states and 8 union territories in India. Without a national permit, managing separate documents for each region becomes costly and time consuming. AITP solves this problem with a single permit. In India more than 1.7 lakh tourist taxis registered every year. Many of them apply for AITP to get more business. With tourism growing fast, this permit creates stable income for drivers and vehicle owners.

Types of Vehicles Eligible for AITP

Vehicles that can apply for an All India Tourist Permit include:

  • Tourist taxis above 1400 cc
  • SUVs like Innova, Ertiga, Scorpio
  • Tempo travellers with 9 to 26 seats
  • Tourist buses with 25 to 50 seats
  • Luxury sleeper coaches
  • AC and non AC vans

Every vehicle must have a yellow number plate and be registered for commercial use. Around 3 lakh new tourist vehicles apply for national permits each year across India.

Eligibility Rules and Conditions

To get an AITP, the vehicle and owner must follow certain rules:

  1. Vehicle must be less than 8 years old
  2. Vehicle must have a valid fitness certificate
  3. Owner must have valid commercial driving licence (for driving himself)
  4. Vehicle must follow AIS safety standards
  5. Insurance and tax clearance must be updated
  6. Tourist vehicle marking must be done on the body

nder these permit systems.

Permit Issuance

Tourist Permits are issued under Section 88(9) of the Motor Vehicles Act. All conditions and provisions mentioned in Rules 82 to 85 of CMVR apply to these vehicles. On the other hand, the All India Tourist Permit (AITP) is issued under the All India Tourist Vehicle Permit Rules, 2023, and the conditions of these new rules are applicable to AITP vehicles.

Model Conditions (Vehicle Age Limits)

For Tourist Permits, the age limit for a Tourist Cab is 9 years from the date of first registration, while for a Motor Cab, the limit is 8 years. In the case of All India Tourist Permits, the vehicle can be used for 12 years from the first registration date. However, in NCR (National Capital Region), diesel vehicles are permitted for only 10 years due to court restrictions, so the 12-year condition does not apply there.

Area of Operation

Earlier, Tourist Permits required the operator to specify which states the vehicle would travel in, and authorization was necessary to operate within those states. This restriction continues for Tourist Permits. However, the AITP does not require such authorization. The All India Tourist Permit is valid throughout India, allowing vehicles to travel anywhere nationwide.

Validity and Duration of Authorization

Under Tourist Permits, the authorization is valid for one year, after which it must be renewed. For AITP, the fee is paid at the time of permit issuance, and the validity can be chosen in blocks of 90 days. Operators can select 90 days, 180 days, 270 days, or up to a maximum of 5 years in one permit cycle.

Road Tax and Fees

With a Tourist Permit, the operator must pay home state tax and also pay border tax before entering another state. For AITP, the fee structure is predefined and is paid entirely at the time of issuance, eliminating the need for paying state border taxes.

For AITP, the fee depends on seat capacity:

  • Up to 6 seats:
    Annual – ₹20,000
    Quarterly – ₹6,000
  • 7 to 11 seats:
    Annual – ₹30,000
    Quarterly – ₹9,000
  • 12 to 24 seats:
    Annual – ₹80,000
    Quarterly – ₹24,000
  • Above 24 seats (buses):
    Annual – ₹3,00,000
    Quarterly – ₹90,000

Also, vehicles that are electric, or use methanol or ethanol fuel, are exempted from these permit fees.

Permit Forms

Tourist Permit authorization is issued in Form 47. In contrast, the AITP is issued in Form 2 under the All India Tourist Vehicle Permit Rules, 2023.

Permit Conditions

Tourist Permit conditions are as per Rules 82–85 of the Central Motor Vehicle Rules. For AITP, the applicable conditions are specified in Rule 23 of the AITP rules.

Vehicle Markings (Distinguishing Marks)

For Tourist Permits, the word “Tourist” must be displayed on both sides of the vehicle in a contrasting color. For AITP vehicles, the words “All India Tourist Permit” must be displayed on the rear left side of the vehicle in white letters on a blue background.

Passenger List Requirement

Both Tourist Permit and All India Tourist Permit require the operator to maintain a Passenger/Tourist List while the vehicle is in operation.
